tournaments are about chipping up to give you a stack to work with and pressure people on the bubble. His hand never has worse than 40% equity against yours so even if you always call it is pretty much a breakeven play. If you ever make the mistake of folding then he just made a huge profit.
I can't guarantee you that this guy is a terrific player, but there is some logic to his play. I don't know enough about plo tourneys to say that it is definitively the best play in that spot. But it certainly isn't horrible and I can see why he did it.
